It is related to the Emission Control stuff I believe. But I don't know what it actually does.

I think it's the decel valve. Without digging out the factory manual I can't be sure. I "think" it allows air into the manifold below the carb to stop fuel being drawn in on overun....?? If your really desperate I'll try and look it up.

You haven't seen one 'cos most people junk them.
