I have just done everything u just asked for and a lot more. I would make small plates to fit in the vents that way u can weld them an put minimal bog on just to smooth it out. HOWEVER u need to clean them properly and kill any chance of rust because once its covered u have no chance. Rust will kill u inside out.

About sand blasting i had quotes of 1100-1500 bucks depending on how far u want to go. BUT i also had many pros tell me not to do so because sandblasting or bead blasting may actually promote rust by "Pitting the surface" (Tiny holes where oxygen traps) So i took the paint off using paint stripper and I mean the whole car.
