I believe the current regs allow penetration of the front firewall to no forward of the front axle line 3J rules state
14.1 SAFETY CAGE STRUCTURES: Safety cage structures must comply with Schedule J (refer “General Requirements for Cars and Drivers”). It is not permitted to fit additional bracing, other than a strut tower brace as described in Article 9.7. It is permitted to attach parts of the safety cage, either by welding or bolting. The removal of the minimum amount of material to assist the fitment of the safety cage members is permitted.

I don't believe the term 'additional bracing' refers to closed cars as the only reference to it is the forward bar in an open cockpit. I also believe I have had confirmation from our local Improved production rep that the new regs allow strut top connection.
When I was doing my cage recently I was also trying to keep it IP legal, although iv'e since decided it will never see a race in my hands. I would rather buy something else less precious and have someone else crash into that instead. Anyway, I can assure you from the rules and talking to scrutineers and an eligibility officer that you are most definitely allowed to take the cage through to the strut towers for IP. It is a recent rule change as of about a year or so ago and it is well understood and accepted and people in IP are doing it now without any issue.
As for the cage design, looks good! I'm not going to start another cage design discussion with a hundred people all saying you should do it a different way. the only thing I will say is have a look at my build thread as my cage is almost identical. I spent a lot of effort trying to get it super tight fitting to the body and as a result had a fair bit of difficulty welding a couple of joints neatly. The traps were the rear lower bars from to rear wheel tub mounting point to the base of the main hoop being too low/close to the wheel tub (about 10mm away in the centre) meaning I could barely lower the rear half of the cage to access the top joints and despite making reasonably tall boxes at the front legs, still had to cut holes in the floor to get it low enough. And even then due to the b pillar and the position of the main hoop I realised I couldn't neatly weld in the little reinforcements in the upper corner of the main hoop to front legs, hence the omission.
Other than that, I'm really glad I made it fit super tight. The front legs actually touch as they run along above the window and there is about 10mm gap between them and the a pillar all the way down. The main hoop almost touches at all points and the front legs just touch the dash also, and the door bars just nudge the door cards. I would really recommend you take the time to try and get a similar result, the satisfaction is worth it. If I did it again, I would possibly even consider leaving out that lower rear bar next to the wheel tubs and putting a lateral bar at the base of the main hoop and tagged onto the centre tunnel instead to help with the side impact considerations there. I also wouldn't be afraid to cut out more of the sheet metal behind the rear end of the rear "door" cards for better access for welding the rear mounting joints (it disappears behind whatever panel is there covering it anyway). I also would weld the front half of the cage first which would have enabled me to fit those little upper main hoop/front leg reinforcements. And for god sake, be careful about pushing the main hoop up into the roof while generally manouvering it around the cockpit, it's a very thin roof skin and I put a few unsightly dents in it. No one really notices them... except me! which is the problem.
And lastly, I assume your tigging it? I see you have the same tig as me. DO NOT use the 26 size torch that came with it! Get an SR9 torch with some "stubby" gas lenses. Iv'e done a fair bit of welding since my cage, and using a much smaller and easier to handle torch would have made more difference than anything else I could have done. So much difference, I have half a mind to do my cage again just because I know how much better I could do it this time round.... but then, that's why we do this isn't it?
I don't think my main hoop will be as far back as yours Llew. The bolt-in cage hoop was in front of the rear x-member, which was not where I wanted it, but where it had to go. I'm going to put the seat back in and have a closer look at what I can get away with.
I got a flex head and stubby gas lens last week for the 26 torch so i'll see how that goes to start with.
Ok, so the adventure has started. I'm having a shot at documenting this on video so i might not have to write as much here!
Started by cutting some holes in the floor to allow installation of the main hoop and measuring the overall width of it. Then made some baseplates to cover the holes, bent up the hoop and tagged it to the seatbelt bolt holes to keep it in place. Up to making the front legs next, same process as the main hoop, cut the holes in the floor first and measure up. Unfortunaltely the left front floorpan will need replacing as it's very rusty, conveniently hidden under a 'repair' panel.
Mate I just moved my Caddy shelves from one ute to another over the weekend and thought that was technical hahaha That's a very neat job, how many hours in it at this stage?
There's two weekends in it already, although a lot of those hours have been spent learning the tools. I've got a much better idea on the bender now. Also made a mistake with the design of the front leg. I tried to make the lower leg vertical, but it came away from the a-pillar way too much so i re-made that piece. I only lost the bends out of it as i've already re-used the straight bits.
