Steering Rack shims

Can anyone see a problem with inserting a thicker shim (washer) straight after geared cog before bearing as shown in pic? Current setup has 5shims after bearing then 1fat one and with cover plate tightened the cogs shaft can still be pushed in and pulled out giving a up to 3mm movement.
If I remove some of the thinner shims and insert the washer like Im thinking of doing I believe it will stops the up and down movement, which I think is the cause of some sterring wheel shake under brakes as all my bushes are new.
I rebuilt rack around 4yrs ago with a quick rack in it, but hasnt had a heap of use.
Also realised its missing spacer that goes on after the plastic bush and spring for slipper adjustment?
Can anyone foresee any issues with this or provide some extra guidance?
Also if I nip up rack ends a little will this help with tre drooping?
