This is the table that I work from. A place I worked for a few years ago made water treatment equipment so we were pretty particular about material selection. The table shows voltage differences between different metals. The actual voltage is 0.01 x the figure shown, ie the silver/nickel joint which shows 15 is actually 0.15V

In an ideal world (humidity and temp controlled), 0.5V can be tolerated (pretty much where the white line is).
0.25V can be tolerated in 'normal' conditions while its best to limit it to 0.15V in nasty, wet, salty conditions.

I would think that any 'paste' used would just get squeezed out when riveting. Aluminium into steel isn't very reactive anyway. Into stainless steel is a different story...

always install pop rivets with "zinc chromate" type paste (marine industry std practice !!
to slow down the galvanic reaction of 2 diss similar metals or
a little smear of epoxy/ araldite or sikaflex or similar
on each rivet goes a long way to help prevent
the problem
never use aluminium rivets into steel
stainless or MONEL rivets are the better alternative

this is a subject our resident aircraft mechanic (CLAYTON)
could awnser a whole lot better
